If I notice someone new watching CSs in CM, I politely ask them to skip them and watch them in their inn room later. If they ignore me or say no, I give them fair warning that we're going to continue without them. As you say, the DF is for everyone, not just for those doing it the first time. It's not fair to the other 7 people if they have to wait.

I don't honestly mind if they watch the cutscenes... that's their right. But then they'll have to put up with the consequence of potentially being locked out of a boss. There's nothing toxic about my behavior at all. I'm always very polite about it, and most people I've run with have been as well.
You don't see this as toxic? Sorry but if someone is in there for their first time and you pull that bullshit, I'd go out of my way to make sure your experience is as unenjoyable as possible.
