Well lets look at it this way.
They scrapped their original vision for FFXIV and remade it completely. It was made "copying" a ton of material from "Western MMOs." Why then, in any sane capacity, would they completely choose to ignore the users that have more knowledge and experience on the game mechanics they seek to implement and instead take most of the feedback from those who speak their language? Why do we have Community Managers relaying the NA/EU wishes back to the Dev team if they're just going to say "Ok, we got the message, but we decided to stick with what we know instead."
Another thing, back when they were tossing around the idea to remake 1.0 or not, they polled the players and got our opinions on a number of matters.
One of those things was: "The PS3 version of the game. Are we going to see a repeat of FFXI's development where a number of things were listed as impossible due to PS2 limitations?" This question was asked by both JP, NA, and EU users prompting a response from our Director. Yoshi P promised us, PROMISED US, that we would never see a return to "We can't do that because <insert system limitations here>" because the PC and PS3 clients would be separate. We could still play together on the same servers, but pretty much the art direction of one would not be limited by the other.
Within the first month of testing the new client, what do we see? A Dev comment stating "We can't do <insert artistic direction here> because of PS3 memory limitations."
Now how do you think we feel after having our #1 promise broken in a short span of time and to have it repeatedly broken with an explanation 90% of the time containing either "Cutting costs" or "PS3 limitations?"
I'll just close with a partial quote: Meaning, they would "like" to keep things as they are to keep costs down, not "Oh, we can't do this because of <insert limitation>." So why be quiet on it? If our voices mean anything to the Development of this game then they'll eventually change it because they "can."
