The diagram makes it clear why you mail is restricted to your friends list and we can not mail between characters on the same account. It's from XI in 2008 but it explains how the RMT special task force operate.
In particular it explains why they don't just ban the bots and shouters when they receive the reports, why people over a certain amount of Gil got caught (gilded tomb) and why so many got caught in one massive sweep. It's actually quite impressive.
