Except that the player he is quoting specifically states that "one billion is a 10 digit number" which kind of throws your whole world metrics out the window.The definition of a billion changes from country to country, eg:
1,000,000,000,000 = 10^12 = 1 billion in the UK and most EU countries, likely used elsewhere in the world in former colonies.
1,000,000,000 = 10^9 = 1 billion in the USA and some other countries where American culture is the norm/popular.

I would start with learning how to count zeros before even considering gambling your money away; you won't even know if you ever get duped.

1,000 Million = 1 Billion, therefore 367,700 million = 367.7 billion = 367,700,000,000 = 12 digits, 12 digits > 10 digits.

On topic: I've seen the same amount of gil sellers on my server... doesn't seem to have made an impact really, but I guess we'll just have to see! At least huge amounts of illegal gil was taken out of circulation.
