What we really need is a right click to blist and report as rmt spam. Ideally if more than a certain number of people, say 20 or 30, report the player as spamming rmt ads it should immediately add them to a global blacklist until the incident is reviewed by support staff. If their ability to derive any benefit from the activity gets suppressed in the first few seconds then they will probably stop trying. The fact is as things work now they end up spamming for hours, so they see a benefit in engaging in this activity. The concept of a global blacklist created by user input is pretty standard in email systems nowadays. Creating filters for chat isn't going to be anywhere near as reliable as relying on human beings who see the spam to recognize it for what it is.
