All you need is one person per server to travel from city zone to city zone plus the city gate zones and just instant ban the same accounts we'd be Blacklisting with the new right click feature. You could hire someone at minimum wage to do this.
Those are mostly just the gil sellers deleting their characters to make new ones after enough people have blacklisted them.
