Seriously though, I have no idea, but it definitely would not be through the Echo, as that's not actually how it works (

the Echo isn't time travel at all, but just viewing a person's memories as if you'd actually experienced it yourself - it's effectively a form of mind-reading).

Actually the "Garland Goggles" are just a pre-order item from 1.0. (Basically the Mog Hat for 1.0, even has the experience effect)

Back on topic, I was also confused by this, as you said, it gave the impression that I was somehow going back in time and giving him his goggles, which "I" never remembered doing. It was explained to me by someone else that by using "echo" you were interacting with him through his memories, and the goggles were just sort of you leaving him a bread crumb trail to recover his memory.
