Summoners > Bards. They don't need to stand still to DPS and they can put out huge numbers, more so than a Bard who refuses to use songs.
Instead of trying to reduce Bard's performance because you cannot top them in damage, try looking at your own class and see what needs to increase. You don't do try and nerf every class ahead of your's.
Besides, a bard is high DPS because, yes, they don't have to put on songs and don't suffer the 20% damage debuff, but if they do, they are inline with every other class that brings utility to a party. The less utility you bring, the more DPS you can do. Seems balanced to me.
Bards who refuse to bring songs to the party will fail at later content.

My two 2.5 second DoT cast times and Thunder's 2.5 seconds and Ruin's 2.5 seconds say hello to you. Without Ruin, your combined dot tick is for about 300-310.
And then he can cast ruin while it's ticking.
And then the pet is hitting for as much as Ruin.
And then he festers for 800-1200
The only thing you can't do in those three things is Ruin and that's the smallest part of your DPS. Your DoTs will be ticking while you are moving. And if you know the encounter, you can make sure to keep DoTs up AND cast Ruin efficiently.
Stop thinking everything should be easy for you. Learn to master the class and the encounter. Summoner DPS is insane.
