This is the main problem with Foresight. I'm sure folks with Allagan gear drops see a huge increase in Foresight's damage mitigation. Anything less than that and it's a paper shield. You're better off going with "Resistance" type gear that blocks "Blunt" "Slashing" etc. Because that does scale with damage.

Someone did the math and found that Foresight provides ~5% physical DR, regardless of how much armor you've got thanks to the DR on physical defense. The problem with Foresight isn't that it doesn't scale; it does. The problem is that it contributes so little even though it *does* scale that you're pretty much never going to notice it.
