In that case it's entirely possible that something in your PC is conflicting with the game itself. Try using a HDD (If possible of course) I know a couple of people who had some problems with the game and their SSD's.I have been having this issue since Phase 4 myself, though after early access and launch it got tremendously worse. My specs are:
980x Extreme CPU (6 core - 4.0 GHz)
Radeon 7990 + 7970 in tri-crossfire
24gb Ram
Win 7 64bit on SSD and game on seporate SSD
I have tried:
Reinstalling Game
Reinstalling OS and installing everything from scratch
Trying different Drivers
Changing in game settings
Testing with crossfire on / off
Testing different view modes (fullscreen / windowed)
A bunch of other stuff.
Remember kids! Two comes AFTER the one!
