Fishing has too much RNG

297 gathering, 241 perception....... I'm pretty sure I'm good. Pretty above the requirement for HQ fullmoon sardine. And that thread doesn't have any locations that don't include a meritor goby or a full moon sardine, which I am fishing from. I've cought 2 whole silver shark the whole time i've been gunning for them, I know where they are. Finally, this is not just about Silver sharks. That was merely my current frustration at the time.

And the talk about "luck". Why should one get lucky in order to get the material to craft a great number of items, while the other 2 dol's do not require nearly as much luck, as far as their gathering success rate goes (which can be increased by skills, something fisher cant do). There shouldn't be a major shortage of a crafting mat because fishers aren't lucky enough to land the fish. Thats like putting every other gathered mat in the game at ~10% successful gather rate, give or take by adding the same RNG factors fisher has.
