You turned on Ambient Oclusion, that setting is a MASSIVE resource hog even in games that are optimized well let alone a MMO. Turn that off and see what happens AO is such a minimal change compared to the massive sacrifice in frame-rate it gives.EDIT:
I didn't want to wait till June so i went and purchased my 6990. A Sapphire 6990.... I put all the settings on MAX including AO and DOF..... the results?
11FPS at 1680X1050..... either my card is defective or this game is even more poorly designed then i thought....
I do have way lower FPS ~10fps in buletstorm also when using eyefinity... which seems to indicate something is wrong with the card but other games play fine so i dunno....
I'll try without AO.... sucks tho' because i though i would finally be able to use it properly...
So i tried with AO off and reduced AA to 8X.... made a difference but not much.

AO is indeed the reason for your massive frame drop. The reason it works well on consoles is because their DX/OGL tends to be modified in a such a way that it works well, but PC's have a wider range of hardware so the AO will always be a less than optimal graphical option to use.

Did you use Driver Cleaner to delete anything left behind from your old graphics card? I'd say do that and erase/uninstall everything - even what you installed for the new card. Then reinstall and try again.
Obviously you won't be getting 60FPS but you sure as hell should not be getting 10FPS even with AO on.
By the way, from most of the testing we've done with AO, it seems to literally halve your FPS. It's not worth it at all.
Edit: Not even the computer listed above could max out this game and run at 50+FPS. Thats how poorly this game is optimized.
When I raise my resolution for this game to span my 3 monitors I can't break 15FPS. It's the only game I have that is just not playable at that res. Fuckin SE. :/

What settings are you guys using and what kind of FPS does it give you? Post your CPU and video card.
I am using an HD 6950 and Phenom II x6 1090T and I run on the following settings and get 60fps in the field 35-40fps in Ul'dah.
1920X1080 in windowed mode
x8 QMSAA
9 - General Drawing Quality
4 - Background Quality
Standard - Shadow Detail
High - Texture Quality
Highest - Texture Filtering
AO and DoF - Off
If I put DoF on I drop from 60fps to 35-40 and with AO as well if takes it to around 15fps so big performance hit. Also bumping General Drawing Quality and Background Quality up one to max causes a big hit to fps but leaving them one off max like I have makes a big difference in fps and looks no different really so it is worth it.
