If nobody was able to max FFXIV's settings with good framerate then i am wondering what exactly was SE using when testing the game?

Likely the best available at the time.
Also it's pretty common for PC games not to be able to max out until one or two GPU gens later, the problem here is there are glaring signs that the engine is lacking even some of the most basic optimizations.

I guess FFXIV is the new Crysis... if your PC can run FFXIV it can run anything!

They use this =)

Anyone else notice on this advertisement, the Processor they are using. Intel i7 980 Extreme? 6 Cores + Hyperthreading. (If FFXIV supports Hyperthreading) Paired with a Nvidia 480. That is a very decent score it gets. Guess that FFXIV is both a CPU and GPU monger, instead of being only GPU hungry. (I don't believe everything I see on the internet, but this flyer looks pretty official)They use this =)
