it's not a lie, all cutscenes can be watched, you must have missed something..

You paid for the game and you'll be paying every month, why should you skip? The guy asking you to skip, did he pay for your copy? Will he pay for you every month? No. So tell him your getting your money's worth and enjoying FFXIV!

Its hilarious, I just got to the first one as a tank, some douche decided to say 'skip cs'. I said 'yeah. no.', we got to the first miniboss and they left (and was promptly replaced), but not before calling me a 'childish noob' for watching cs. xD
THE IRONY!
We went on to beat it though, even though another 'leet' reared his ugly head and left (and was instareplaced). If you don't wanna let people watch a CS, go play a single player game.
Can we report people who harass others for watching cutscenes? Harassment is against the ToS right?
Can you be more specific? I'm just a noob, but I didn't really like the idea of watching Sastasha, TamTara, Copperbell, Ifrit while people are waiting (and I'm not generally patient anyways). I aborted every one of them. Then when I went to the Inn, I was able to see each of them under the Duty section, three each. It seems clear that these are important enough that SE will let you re-watch.
Is it just Amdapor Keep that doesn't? Somewhere else? What exceptions do exist for this? I'm genuinely curious.
So here's my take on this topic: The universal standard is to watch the CS, that's how it's designed, to always play the CS no matter how many times you played. If you want someone to skip, form your own party. Those in the DF are absolutely in the right to tell you, "No, I'm going to watch these." No majority, no shaming. It's not rude to play the game as it was intended. 7 people should have found an 8th if they wanted a speed run.

I see people leaving early.
They don't know what they're missing..
They don't know what they're missing..
They're missing half the dungeon! And I'll not be screwed.
I'll not be screwed like the people leaving early.
'Cause I paid my money. I paid!

No sir, just no. You have it opposite. If you don't want to put up with newbies, then its YOU who should party with a FC and not use the DF.This again.
The only fair way to deal with this, deciding to use the dungeon finder tool (agreeing to be put together with a bunch of random people with different opinions and goals), is to let the majority rule. If you're in the minority on either side, suck it up and stop being entitled. If you absolutely insist on enjoying the game a specific way, you should make your own group, and not pair yourself with completely random people, risking being the only one who wants to enjoy the content your specific way.
I was running Castrum Meridianum, for the first time, I ended up in a speed run group, listened to one of those people telling me I could review my cutscenes in the inn, so I could skip them and review them later.I aborted every one of them. Then when I went to the Inn, I was able to see each of them under the Duty section, three each. It seems clear that these are important enough that SE will let you re-watch.

When we got out, I went to the inn, and nothing was saved, except the first CS at start that I actually watched without skipping.
So maybe it might work for some dungeons, you are telling me that, but I tell you that it didn't work for me in story mode dungeon, so it looks you can RE-view them in the inn, but you can't if you never did.
