I requested them to re-classify the Ormuco ip ranges to "gaming" on Twitter. "Ik zal je verzoek doorzetten. Ik kan niets beloven maar ik zorg ervoor dat er naar gekeken wordt." was what he said.
Have had some small spikes yesterday though nothing problematic or highly annoying. Can't say whether SE fixed something or whether KPN stepped up either.

When does it occur: Every single time usually worst as more people are in combat. While the Inn rooms are of course lag free. Right after the new servers were added and that patch was applied.
