I don't really think this is throttling related, but i'll put it here anyway.
Just about every day I get the "rubber banding" lag starting at about 2pm ET.
I did a tracert this morning before the lag had started. The whole route is sub 30ms until the last 4 hops, which were:
11 34 ms 35 ms 36 ms 66.198.96.50
12 65 ms 71 ms 65 ms 192.34.76.2
13 71 ms 71 ms 71 ms 199.91.189.234
14 54 ms 55 ms 54 ms 199.91.189.42
Now that we're in lag territory, I've been running more traces and here's what i'm getting on those hops:
11 * 90 ms 92 ms 66.198.96.50
12 99 ms 101 ms * 192.34.76.2
13 97 ms 98 ms 96 ms 199.91.189.234
14 101 ms * 96 ms 199.91.189.42
Those pings aren't terrible, cept the timeouts XD, but it definitely shows a difference from before.

Comcast, United states, fl. I ping 73 to the server, 1-4k in game, but only on receiving, sending isn't an issue. I'm not rubberbanding, my macros keep sending to the server even when I'm frozen according to my group mates. It just does all the actions at once after lagging.
Comcast, and pretty much always.
I've now taken up crafting as its too stressful to play a combat role.

Beautiful connection to most of the internet, just not to Montreal, apparently.
Verizon has stated that they cannot help me since the problems are clearly with Tata Communications's equipment in Quebec/Montreal.
Average to 184.107.107.176, the NA "datacenter IP" is about 1% packet loss if I'm just standing next to the Aetheryte in Revenant's Toll. Concurrent tests of loss and latency to www.google.com or 8.8.8.8 is 0% and very low jitter.
Loss to the datacenter jumps to around 4% with crazier latency spikes if i'm actually in an instance trying to do something, which means a lot more data is flowing between the server and my client. All the while loss and latency to google doesn't change.
Titan HM is simply impossible with this lag. Starting with the group stacked up, the rest of the group rubber-bands a lane-width and a half away from me at the same time that I see the lane...
A pathping follows. Hops 9 and higher are Tata equipment in Canada.
Last night, the spike in average latency going from 9 to 10 was an additional 240ms as Tata's equipment was crumbling.

Intermittently before but constant over the last few days

Usually works fine in the morning. But after 6PM Eastern time the game becomes unplayable. People freeze in place and then teleport to where ever they ran. I am trying to raid with my free company and this lag makes it impossible. I disconnect from the game with a 90000 error every 5 minutes. This also causes me to lag in mumble but if I close the game everything goes back to normal.
