So by the ESRB - it's not a "Kiddie game"

In fact if the outfits would have shown a tad more cleavage or side-boob - it would have had to be rated M for mature for "sexual content" (or any extreme detail of already present parts, not naming anything directly of course)
Nope, cleavage, under-boob and side-boob would not earn that rating. Revealing more beyond cleavage, under-boob and/or side-boob, for example topless characters, would probably earn that rating, and anything beyond topless undoubtedly would.

there is no revealing "beyond topless" in games for mass production.

Reason is they'd have to be rated AO - which is 18+/21+ in some areas - and would have no advertising in public and all sold would have to be carded and put in a bag hiding the product itself (usually flat black) also no US retailers are allowed to sell this sort of product as it is considered "Adult" - which means you won't find it on shelves anywhere. The only places that "could" sell them, don't usually carry Video Games, just Movies, board games, clothing and... etc items.

This is why Sideboob and revealing tops/high details gets the M rating even though it's "not that much farther" then what T show.

Older games tended to rate T when they would now be rated M as well. ESRB got a lot stricter in the last few years.

I'll refer you to the antics in God of War and the last Duke Nukem game, both rated M, not AO.
