They are adding new worlds, which will result in more players than their current duty finder servers can handle. Thus they are splitting the worlds into multiple groups, with their own duty finders.

This doesn't change the fact that the current worlds can only handle ~5000 players concurrently without suffering major stability issues, lag, etc.

So... the full realms stay full. People still can't log into them. New realms are created - people who can't log into their current servers roll alts there. But they aren't playing their mains, or able to play with their friends, or have to start over - because SE hasn't said anything about forcing server splits to distribute their current players to a larger pool of worlds, nor are they offering any free migrations to those new worlds - and the paid character transfer service isn't expected for weeks.
You're wrong, the servers can handle more people than they are limiting right now. Duty Finder was the bottleneck when that limit wasn't there, I was experiencing barely any lag, it was just rare occasions (and I'm from EU playing on NA server).
