Upgrading a standard account to a CE account

It's possible between PS3 and PC because they're different platforms. Just like you can't register two PC codes to one service account, you can also not register two PS3 codes to one service account.
If it was not possible to register different platforms onto one service account, people wouldn't be able to play on PS3 and PC with the same service account.
Retarded or not, that's how it works.

Other MMO titles will let you upgrade an existing account to a CE account, if you happen upon a copy of the CE edition. I'm kind of screwed because Digital River screwed up, and it's going to be at least a week or more before I get my CE and I can't play until then. They've already charged me. So my only option is to buy a standard box if I want to play now and just a CE edition I can't use just lying around when I finally get it.

You could alway sell that CE code to someone. Probably get a nice price on ebay since they aren't available.
