Faced this issue in another game that had, like, seriously screwed up databases/game engine so there were tons of things we never got, this being one of them. They have speech bubbles here, people are asking for more options. Here is the deal, you are placing a dynamic 2D object floating above a characters head in a 3D world. This is far more stressful than you realize. Having tons of text bubble on screen at once really does degrade performance dramatically. I am willing to bet that it being on the PS3 is a big part of it, and keep in mind that the graphics on this game look really good on the PS3. They are likely pushing the console to the brink of what it can handle, and the extra stress added by dynamic chat bubbles would likely be too much. I appreciate the sentiment, and I too wish to see more options, but just trying to help answer your question a little bit.
