They clarified it because people like you made a mistake and stirred up a shitstorm on the forums. They took steps to correct your misunderstanding. It was your error, friend.
I agree that the release date should have been pushed back after the 3012 and 90000 errors in phase 4 and that it was an error to have such a small phase 4, and it was an error It's demonstrably not constructive, however, because it's after the fact. The statement in no way helps the current situation.

Do I agree that the game should never have been released on the 27th? Yes I do. Phase 4 was too short. They applied a fix to the 3102 and 90k and extended an additional 6 hours of beta testing DURING a time when the least amount of NA/EU were on (being it monday and in the morning when people are either asleep or at work). I believe that was a mistaken on SE part or whoever decided the release date and refused to push it back upon the discovery of problems in Open Beta.
As for your rage over SE's announcement on additional servers being added. No-where in the announcement said it was limited to Japan only. Taking into context that the announcement was made in all languages, it's safe to assume NA, EU and JP are relatively included. It was also stated in the announcement that they plan to increases their facilities, didn't state which but facilities is used in plural tense, so it's also an assumption that NA, EU and JP are included. Since SE has previously referred to NA/EU Data center and JP Data center as two entities.
Your so called constructive criticism lacks the pros & cons, citations or evidence and relative contextual possibilities needed to make a so called "constructive criticism".

Since the TITLE mentioned JAPANESE and ONLY Japanese it was absolutely correct to interpret SE as saying the new servers mentioned in the body of the text were JAPANESE servers.

I fear that "increasing the capacity of our data centers" will just mean the addition of new worlds. I hope that it means an increase in compute / memory of existing world servers so that log-in and character creation limits can be eased. When I started the game this morning at 6:30 am, my world server was already full but I made it first shot to the queue. At 6:00 pm during NA prime time, I'm forced to play a random number generating mini-game of spamming start just to get to the queue.
Yoshi in one of the live letters impressed me a lot when he talked about some grinding aspect of the game as not being very much "fun", so, he changed it. I liked that attitude. What I fail to see now is how spamming start for an hour is consistent with his stated goal of making sure we all have "fun".
This is not fun.

The argument is that you assumed they were only doing this to the JP data centre in absence of any kind of supporting statement to that effect. You refuse to admit you were wrong to jump to this conclusion even though others were saying at the time that there is no reason to jump to that conclusion. You didn't ask for clarification, which would have been reasonable, you just jumped to a conclusion that was wrong and refuse to admit that you were at error for doing so.
They never said "We are increasing capacity on the JP data centre only" or "We will not be increasing capacity on the NA/EU data centre". Those would have been absolute statements that you would have been well within your rights to get riled up about.
Next time, take a breath, re-read the whole statement (not just the title, mind) and see if it still says what you thought it said at first, rather than just jumping on the forums and crying foul.

So what you're saying is that if we're able to log in at all for the next week we need to just stay logged until unless we want to play the 1017 game?
