That's what NCsoft did at Lineage 2 launch. Of course, by the time they launched AION, they realized that queues and kicking for afk were standard required technologies, so they were available at launch. It is surprising that S-E, now launching their third MMO, would not have anticipated this.
The login and character creation restrictions have already resulted in two of my friends deciding not to purchase. There were about 30 of us intending to play together, but many will not purchase if they are not allowed to play with their friends. The character creation lockout is a very bad idea.
