Patching: "No valid or active service account is available to play"?

My CE PC key has been registered on the account since 1.0, I understand I don't get Early Access but why/would that mean I can't get patched?

Probably gating the updates, so the servers aren't being overwhelmed by tons of people that can't play yet. Those that can though will have an easier time getting started. Probably have to wait until the 27th or the day before to patch.

1.0 CE does not =/= Early Access. Only Legacy Accounts from 1.0 get Early Access.

Not all 1.0 are Legacy. All Legacy are 1.0.

If you have not Preordered the game again (ARR, not your original 1.0 edition) and did not achieve legacy status (I think it required 3 months paid subscription or completing the storyline, I'm not too sure on the details), then you are NOT elegible for Early Access, and will be able to log on the 27th.

Correct. You had to buy 90 days of paid subscription in order to be Legacy. Non-Legacy w/o Pre-order are locked out of the game until 8/27.
