You don't need to unlock arcanist, you can choose it as your starting class. That's my plan personally, to start out as arcanist so I can get the most exp with it by doing all the starter quests as arcanist.

I think their point is choosing the city you want to start in and the questline story to experience rather than let arcanist dictate that it must be Limsa's story. They want to level arcanist, but they'd rather Gridania be their hometown.
