The quote from Yoshida says they'll create one at launch. So in all likelyhood they're going to do it but they're just not talking about it yet.
The point you're making is that the same people are coming up with a bunch of different problems. The truth is that we aren't a collective complaint-dispenser. We're individual people, each with very different concerns.
The other truth is that this thread asks very little of the dev team, as opposed to requests for free trials and purchasable Legacy status (less money for SE) or unfeasible gameplay/graphical changes (more work for SE, equating to less money). Furthermore, as mentioned by others, this thread asks the devs to deliver on something they themselves officially stated.
If you simply can't contain your rude comments, at least redirect them to a more deserving thread. Even my complaint thread about the PC Collector's Edition would have been a better choice than this one.

You are right, there are more deserving threads.
When I started playing FFXIV, I wanted to join an RP server. Unfortunately, this was before I began participating in the forums, and thus I didn't know where to go.
I am going to transfer to Balmung for now, but I would like to see an official RP server come to light before launch, as my personal experience makes me especially sympathetic to would-be roleplayers being cast adrift on a server where few appreciate creative fervor, as I was.

There aren't any plans to designate a roleplay server for the upcoming World Merge. However, Yoshida did tell us "I also like roleplaying, so with the launch of version 2.0 we'll prepare a roleplay server."
And to those saying "there's still time": There isn't much time. Applications for server transfers are gonna start mid-june, meaning that, unless they plan to offer another server transfer between phase 4 and launch (of which they said nothing so far, and if they are it might be beneficial to tell us), we'll need to know our destination of choice by then.
Likewise, if the plan has been scrapped for whatever reason, it'd be nice to know and why.
