I'm also considering staying behind on Ridill or going to Sargatanas. How are the endgame shells over at Sarg?

I was never in any of the shells that catered specifically to end game stuff/relics etc. I had absences because of work that kept me from committing to any serious shells at the time(not anymore). Though I remember a few offering/shouting for members.(hell at the end there so many people were going for relics it funny) I can't really speak for the other shells, but I can say I never had a lack of people to play with. From my shells to random peoples.

I'm sure there are plenty of other Sarg people around to tell you their perspective too.

As the NDA will be lifted as of phase 3 of the beta test, you may freely consult with your friends in or outside the game before submitting your application.

I definitely want some more clarification on this.

This implies that B3 has no NDA whatsoever, and gaming sites are frothing at the teeth in anticipation.

Please,devs. Please do a very clear definition of what is and is not NDA enforced, and well before the B3 begins, or you will have serious leak issues.
