Any idea why SE never mentioned that you can cure players in other parties except when they are fighting NMs?

idk but it's also a measure to keep you from stealing someone's NM. In FFXI, if someone outclaimed you, you could cure bomb them enough that you would eventually get hate...and then all you had to do was run until it went white, voke and fight =)
