"Mid-February" (non-leapyear) is actually midnight Feb 15 (start of the 15th) local time.

If we allow SE to not announce at the stroke of midnight, then we have already decided to allow "mid-February" to be some arbitrary non-zero period of time centered on midnight Feb 15. That could be 17 hours to allow a full work day on the 14th and 15th, or 89 hours to allow from the 11th to the 18th, or some other amount of time.

Now all that remains to be seen is how big of a "middle" SE will require.

It's not a direct correlation, that pushbacks are directly related to failure. It's more of a question of How many times can you disappoint your fans before they lose interest?

I know you were just pointing out something as a devil's advocate, but these are video games we're talking about.
Half Life 2, Black Mesa Source, TF2, Duke Nukem Forever; and these are just the ones that come to mind. No matter your opinion on their quality, I seriously doubt many people who were anticipating these games were turned off by delays so much that they didn't chomp at the bit as soon as they were released. The same thing will happen with whatever form Half Life 2: Episode 3 takes, and I'm fairly damn sure that ARR won't be hurting for numbers because of delays (directly). The only people who you drive away with delays are those customers who were sucked in because of hype and are unable to verify the quality fast enough to keep their interest ... and shareholders.

Not really victim, it's still 24 hours long. It starts at midnight and ends just before the next day's midnight.

It's impossible to measure the instant between seconds, because it has zero length, and our minds can't conceive of it. So we measure the space between instants. The first second of a minute we label "0" and the 60th we call "59". (Just like a ruler/measuring stick starts with zero.) And a day goes from 12:00:00 a.m. to just before the next 12:00:00 a.m..

Like you said, 14 full days before the middle point, and 14 full days after. The middle happens after the 14th day and before the 15th day.

And now that I've confused anyone actually trying to think too deeply about this, the middle of a 31-day month is the 16th at noon. And the middle of a 30-day month is midnight of the 16th day.
