Began way before WoW. EQ had bound items waaaaay back in the late 90s. WoW didn't start anything. Bound items have been around for more than a decade. (Maybe even longer, I haven't played any MMOs earlier than EQ though.)
I found old WoW patch notes expanding the system to prevent flooding of the economy.

Quest rewards are now labeled as Bind on Acquire. Quest rewards can still be equipped or sold to a merchant, but you will no longer be able to sell or give them to other players. This has been implemented to deter these items from flooding the game economy.

To strengthen the economy, many items have been set as Bind on Acquire or Bind on Equip.
With the new quest system in FFXIV, I wouldn't be surprised if SE makes the gear from quests EX. If players can dump quest gear on AH this will create flooding just like WoW.
If they actually equip the gear and kill 1 mob then its bound to them. Most people would equip their quest gear right away because its probably better then what they are using as you level the quests should keep giving you better and better gear and people can npc their old gear.
