On the contrary, I think it would be common sense to assume they would treat players from all regions equally rather than Japan > all other regions. Rather than make assumptions though, I'm gonna wait for an official dev post about how server migration is gonna go down.

I understand the reasoning for wanting to prevent existing characters transferring right away -- but I hope within six months to a year they'll finally open it up. I've put too much work into my existing character to want to make a new fresh character and I shouldn't be punished for wanting to play on a server that is closest to my physical location.
I would actually like to see a dev response to how they are going to handle the timing of opening transfers to all servers for all characters eventually.

I'm thinking they dont want players to -have- to deal with our exclusive stuff and all the gil /easy item opportunities no longer around.I understand the reasoning for wanting to prevent existing characters transferring right away -- but I hope within six months to a year they'll finally open it up. "How'd you get that?"
"Kill Nael"
"How do I do that"
"You cant"
"How did you get that"
"Patch 1.21"
"Can -"
"no"
"How abou..-
"no"
"And -"
"nope"
That was the most funny example of what we will have to endure if we went to a new server.I'm thinking they dont want players to -have- to deal with our exclusive stuff and all the gil /easy item opportunities no longer around.

The question that never gets answered that people want an answer to is. Will the old servers be split up between Na Jp Eu datacenters? If so will we be able to move a character from one old server to another old server. Or is it the case all old servers will be based in Japan, the new player servers will be Na Eu datacenter and thus have a waiting period for existing characters to move there.
Yes thats the question SE should answer. In same time if the old server are going to be based JP,NA or EU they should let us know wich one will be on what. I am still really confused about the server situation.
All legacy players will be stuck on a server located in Japan and cannot move for an undetermined and probably extensive amount of time? When transferring become available, will there be a guarantee that people can move en masse to the server location that better suites their needs? It'd be rather bad if a large free company of could not move all their member to the same server.
How long will legacy members have to wait? It'll be harder to maintain groups of people transferring together the longer the wait. I also don't want my game play still be hindered by distance lag for an extended period of time by being on a server far away when a closer one is available. But I don't feel like I should have to throw away 2 years of work on a character for that.
Can't there be at least 1 world open to legacy players per region at launch?
Something else found on the French forum about the same question. Thx to masahiro for this.
It have been post in september,

Hello!
Currently plans for the future of the server have not yet been finalized. Same thing with regard to the modalities of transfer at the launch for A Realm Reborn.
We expect the beta to determine if many players will return to the game (former players, who already have a character assigned to an existing World). Future decisions will be made based on these figures. It is possible that the Ten Worlds today are no longer sufficient to accommodate all the players, which will influence our future decisions.

Ok... it's clearly the best answer were gonna get until then: "Not sure yet"... at least, it answers it for now.Something else found on the French forum about the same question. Thx to masahiro for this.

Pretty simple actually...
- There is a heated debate
- SE decides what they do
- One side is angry at the decision... yells and shout...
- One side is happy and post some "stfu go play something else if you don't like it" to all negative comments
- SE changes their mind to accomodate both sides at the last minute
- Most people are confused by the way they are doing it
- Everybody whines about how bad they did the transfer (even though they tried to accomodate everyone)

I suspect SE is referring not to the thousands of us per server who played in 2012, but the possibly tens of thousands per server who didn't pay, and maybe stopped playing within months of launch. Their dormant characters were moved with the server merge, too.We expect the beta to determine if many players will return to the game (former players, who already have a character assigned to an existing World). Future decisions will be made based on these figures. It is possible that the Ten Worlds today are no longer sufficient to accommodate all the players, which will influence our future decisions.
According to the roadmap, everyone who played version 1 ("FFXIV service account holders") qualifies to play in beta phase 3. This is also when SE opens up "overseas" (not Japan) "data centers" (servers).
