As far as I know, they're currently in phase 3 out of 4.
There is no source. That's just passive aggressive butthurt.
Square-Enix said they have enough information to roll into beta, but that doesn't mean phase 3 and 4 are just there to "stop people from crying."
Fun fact: There are Japanese players who didn't get into the Alpha test too.
Phase 3 and 4 are simply just stress tests to see how the servers handle people from outside of Japan. Nowhere in that implies they set them up for the sake of shutting us up.

The Alpha Test went global in phase 3, with the servers being online 24 hours a day for the purpose of age testing. Ahead of this phase, alpha tester acceptance mails were sent to regions outside of Japan.
A world merge test is scheduled for the soon-to-commence Phase 4, after which the Alpha Test will come to a close around mid-December. But if the demand is there, we’ll consider leaving the alpha worlds online until the end of the year. (Though we can’t really call it an alpha test anymore.)

They squashed a lot of bugs in Phase 1 and 2. Phase 3 and 4 is all about 24/7 Server testing to see how many people they can get in one server, without crashing within around the clock timeframe.
