Well the honor system should work without any SE "reading" reports. Though I recommend a honor bi-dishonor systemLol at OP. worried about "jerks and asshattery" it would seem they dont see much of the forums...
It would be nice if they put in a system like the Tribunal and Honor systems they have in League of Legends. a little way to leave feedback after the content is completed. dont know how feasible it would be with an MMO and i'm sure it would take a dedicated team to just deal with the flux of reports. Something to think about maybe?, where you can vote "like, dont like, never play with again". Also GM's must be able to handle reports cross server.
Honor/reputation system is bad because people can bandwagon and abuse it.

I'm certainly on the Content Finder Ruins MMOs bandwagon, but wtf are you talking about Gathering for?

Not sure how LoL did it havent played for a while (just read about it, I suggested something similar a year earlier (though I doubt it was my suggestion they read lol)).
But your votes should only be visible to yourself - its not like you can run around and say how many rep points you have.
Though asshats over a long period of time with no new players incoming would slowly get cut out of the content finder.

Having a worldwide community is a bad thing? I believe that is just the next step.
In GW2 you can join any friend in any server, anytime.
Also did you hear about TESO and mega servers?
New games will all go in that direction. No more servers limit.
Here's the problem with reputation:
If only you can see your ratings of someone, then it's pointless at stopping griefing or bettering the community and there's no difference between having it and not having it.
If everyone can see it, it exacerbates any kind of bandwagon rating, revenge rating, and grief rating. There's nothing stopping you from asking your whole LS/Free Company from rating someone down into oblivion. Even IF they have to have played with the person, they can keep it in mind and destroy someone's reputation on the chance that they play with them, regardless of the fact whether this person was good or not.
Having soft, slap-on-the-wrist punishments are effective because inconveniencing someone's play time if they're being dicks pisses them off and prevents them from being dicks. It's like a parent giving a time-out to a child. At the same time, it doesn't punish legitimate reasons for having to ditch a party, like forgetting you have work or need to meet up with the LS or whatever.

When the system is fresh it wouldnt stop much true. But if you find someone you hate you mark them down and never play with them again. You find someone you like/dislike, if there is a large enough pool the system will make a great party for you.
Also the system can start to assume groups and test its accuracy by putting you into relationships to other players "this person votes like this person and that person likes this person who is currently looking for a group".
Priority for the content finder is always to be quick, but if the pool allows then be quick and awesome.
The heuristics involved in having an automated matchmaking system that doesn't pair you up with people you disliked is going to be completely impractical to be implemented in this game. That's bleeding edge computer science theory at the moment, man. Only a few places/tools are even advancing that field (namely, Facebook/Google+ and dating sites).

I don't know about you guys, but I'll do in ARR what I do in Every other MMO I play with cross-server content:
Queue Up, and be polite, friendly, and helpful with my new group of potential friends.
Besides, as an active WoW player from Vanilla to now, the only drama I've seen in LFD consists of the (rare) person who doesn't know the dungeon and is too afraid/arrogant to ask what to do, or the competent player who "Ninja's" an item outside their role, and if the loot system is changing in ARR, then half the problem is gone!
We can all be friends, regardless of Home server. Think global community!

WoW lets you ignore people on other realms, and will not pair you up in the dungeon finder with them. The heuristics involved in having an automated matchmaking system that doesn't pair you up with people you disliked is going to be completely impractical to be implemented in this game.
