    Beastmen and Primals would 100% most certainly not work for XIV simply because of their involvement in the story. The only way it could possibly work is if they're a separate "faction" and there's faction-based PvP, and they can't work with adventurers from the 3 main cities. They are so radically opposed to the main 3 nations that it wouldn't even make sense.

    That is not entirely true. While their culture is truly against the cities and the races in them but that doesn't mean that each individual is. In the Gridania story I helped the Sylphs with an empire invasion and I believe that I read somewhere that the goblins once traded with the three cities before packing up and disappearing.
    It is not entirely impossible that a goblin or sylph would defect to a city out of differing beliefs or fear of death from their own society.
