Black Desert began development from scratch in september 2010 (the time of ffxiv's initial release) and quite frankly they seem to have achieved much more with a staff of only 50 people than SE have with a staff of over 200. It's actually kind of alarming how little SE appear to have done by comparison. Regarding ARR, we have evidence of only one zone under redevelopment (The Black Shroud) and a more-or-less direct photo-copy of a generic MMO's quest spam system.
