point is- it isn't exactly the same, and the market wards are a cause of unnecessary player stress. it's an annoyance no matter how you slice it. however, in making ARR as quickly as possible they couldn't just completely remake certain architecture from the ground up without sacrificing a fair chunk of time. they clearly chose to get ARR up and running as soon as possible and in order to do so made the judgment call that they should just carry over the market ward system and try to improve on it a little to save development time.
and before anyone says AH doesn't take much development time, need i remind you how long it took blizzard to work out the bugs in diablo 3's AH? or how it took even longer for arenanet to work out the bugs in GW2's AH (with a fraction of the player base, lol)?
and this doesn't rule out the option of developing an AH for the future, after ARR is released, if people still hate the wards. but right now they're just trying to focus development time on other things moreso. i'd personally prefer to just wait a couple extra months while they get a good AH up and running, but they likely don't think they can afford to keep the game down for most of the year.
