Actually, gameplay is what got people to start playing. Once it wasn't a complete absolute pile of shit, people started coming back. 1.18-1.21 was when most of the changes to the way the game plays were made. Majority of people came back with 1.21 because of the implementation of jobs.
i had a bit of a lightbulb lately as i went to play WoW on this machine that can cap out the settings on the current version of FFXIV.
I get a steady 40fps in the overworld there, and even sunk as low as 15fps in booty town.
WHY? Because as old as WoW is, it uses every bit of my beefy graphics card.
If you want more character models to show up and for the world to be more animated than static,
even in todays maximum technology, you can't also have maximum static detail.
I really wouldn't chalk it up to bad optimisation.

By the way apparently it is not the ps3 but the PC, Rein has found more translations and the site we got the assumed to be ps3 video has confirmed from SE PR that it was not the ps3.
