Sure you can! He did everything from the concept to the music. He did every single line of code himself in 3 years flat. Least that's the idea you get when people start hating on him. Most game developers let their team do what they want within guidelines because you're more likely to get a better work environment if people are having fun developing..hell this is true for most business careers.
Translation: I'm not the one to blame. He may oversee it but guess who oversees him and every other department? Tanaka himself said XIV wasn't ready (overseeing) but highers up felt otherwise.I always have and always will defend Tanaka when it comes to XIV. He was a scapegoat for the company and it was wrong for SE to abuse him in that fashion after all his years in service to them.
However, that interview makes me cringe because basically it is Tanaka saying "Don't look at me for why XIV went wrong because look at XI. I'm good! It was the team who made that trashy XIV game. I didn't want to meddle and force their hands with anything."
Well... sorry Tanaka. It was your job to oversea and direct the project. Ultimately, you share the blame because you were the guy who made the decisions.
