You can easily replace it with exponential drop rate tables or counters - which would focus more on skill and less on luck (completing it successfully with a assured or almost assured rate of achievement). Assured rates would also give reason to make the encounters more challenging even more emphasis on skill (since you know you arent wasting your time on lady luck).
I don't think they're really talking about Relics when it comes to this. I think they're talking more about Primal weapons and more instanced content. In my opinion Relics should be heavy investments and not for everyone but a lot of the more basic stuff should be easier to get a hold of.

We will never have to spam hamlet 100 times again... we will do 100 kill X mob quest instead.
That more skilled person has a 13% chance of getting a seal VS a 100% of getting it in a static if you are up for it. Same 8 People means you will get it with those people. In a random party you are at the mercy of RNG every time you make a pug. Every time 8 people need seals, in a static that is not the case which is why it is better. Has nothing to do with win rate honestly... hamlet is sorta really easy.
