The servers are still global. Only the physical location differs. Anyone can join any server at any time. Anyone can in fact join every server technically, as you will be able to create a character on each of them.

Actually, if the "poll" on the front page right now, along with most people crying that it will cause segregation is any indication, most people will gravitate toward regional servers and the global ones will be underpopulated (or at least be devoid of most Japanese)I think implementing a few Global servers is a terrible idea because everyone is going to gravitate to them on principle alone

Yes, there won't be a lot of them, but the point is there is nothing preventing them from doing so. If I have a friend from France that I want to play with, he/she and I will agree to join the same server. The result of this is you will see people from one region on the other region's servers. I'd laugh hard if no JP player would join these (or a very small amount of JP players, who would eventually move). And that's most likely what would happen. Go check JP forum and tell us if JP players are sad not to be able to play with NA/EU players.

Right exactly, but in order to "play" with them, you need to be on the "same data center and the same server within that Data center", They are not global servers. However, Most people are going to want to go the a data center that closest to them ( better connect/latency). Sadly i have to quote this too. I really doubt that JP ppl are sad about "leaving" most of NA/EU player... And at the same time i really doubt that they're are doing all this crying about "i can't play with my NA/EU friend anymore" like us on english forum.![]()
I wouldn't doubt there is some form of lag compensation already built into the current server (albeit, poorly). There is a lot more to account for in latency and response times than just adding milliseconds together and can cause very visible inconsistencies in the game (Valve has a really nice write up on the subject if you're interested). Not to mention it's a bit of a performance trade off when it comes to compensation.
So, it's not as simple as adjusting encounters in the way you describe. The only solution to latency problems is reducing the distance the information travels.
While I'll disagree with your lag compensation idea, I can support the idea of labeling a couple servers as "Global."
And people forget about packet loss as well. It's not only about raw ping. The more nodes, the more packet travels, the more chance for peering issues to occur.
