Well the impression I got from that was:

As far as Ala Mhigo and Ishgard goes, they won't be available immediately at launch.
If Sharlayan, was part of that list, they would have said " Those three areas won't be immediately available at Launch". But perhaps Sharlayan will either be at launch or the First patch after ARR Launch. That's my speculation on it anyways .
