Well according to some old Tanaka interviews the character models for male miqote ad female roegadyn (never mentioned female highlander) are already done, although theres a chance they might have been mistranslated.I can't see female roegadyn ever becoming that popular. In that sense it is a load of work to appeal to a very small audience.
I think if they were to introduce some of them they should conduct a poll. If female roe&highlander are popular, implement them. If not, only implement male miqo'te as a playable gender and have the rest to be NPC's.
That can mean a lot of things...
Their concept and design may be finished, but that's it. They may even have modeled some of them, but only animated a few simple animations and adjusted only a small portion of equipment to be used on them (for NPC purposes). There's a long long road to being able to use them as a playable race from there.
Ya very true, but who knows what they actually have done for the missing genders, Id love to go behind the scenes to see exactly what they have already and what they are working on/planning on working on in the future.
fixed :3 cuz I do and they prob will. He wasn't girly btw. he was a complete flirt. Sinister and was the johnny depp of ffxi, well depends on who you talked to. I hope they doo look like that id make a male seeker of the sone and name him Jareth. << guess the reason :Pi just hope Male Miqot'e (Manqo'te) does look like this

Tanaka only spoke about female miqote being ready in alpha when it wasn't implemented to be played yet it was already created to be used with the NPCs.
actually he did say there were planning on adding the races, just didn't have the man power at the time. But were going to at least put them in as npc vs player characters
I'm only one person but I'd rather see/play female Roegadyn than female highlanders. They're just more.. Final Fantasy-ish. Many games have tall warrior girls. I'm bored of that idea. I wanna see a green/blue/red lady. ^-^I can't see female roegadyn ever becoming that popular. In that sense it is a load of work to appeal to a very small audience.

I don't think SE would only implement some or one of them.. There would be too many angry people if they didn't do them all I think. lol "Why'd you leave out my favourite?!? RAWR!"
