The concept art kinda reminds me of a ganguro girl which for some reason fits perfectly into what I imagine a highlander woman to be.

strange that highlanders have been completely left out in the new trailer as well. where you can see all races in race specific starter equipment except highlanders

But highlanders are not a race anyway, it's a Hyur tribe like Seeker of the moon/sun for Miqote
in the trailer you just have one tribe of each race...
and the artwork around is definitly highlander female so no worries, they will be here...
