How about a proper loot system that allows you to choose what you pick up, like every other game out there.
So they fill up one bag at a time. That doesn't fix how many of your slots will be filled up by useless stuff. It would require some manner of programming just like the blacklist Geki mentioned. The advantage then is that the programming can be categorized and segregated by bag. For instance, your "Crap Loot" bag could be resized to max out at a lesser amount of slots, those slots instead going to something else. For that bag you can prioritize things that vendor highest, automatically kicking out low quantity loot in favor of new loot that sells higher. Or you can apply that rule to all bags, whatever you like. The point should simply remain that it's simple and it's fast, while rarely needing to change anything. That last part can be done with the blacklist alone. But bags would benefit quick and easy changes, if they take the concept further.
Additional things that can be done with bags:
- Vendor a whole bag of loot not worth putting on the market all at once.
- Keep class sets in bags, switching them all at once with a retainer.
- Etc, etc.
All that really needs is for all items to go through the loot-list, even when solo and when bags are not full, and for that loot-list to be much more easily accessible with Take, Give, and Discard actions to be much more quickly used.
