Having a similar issue myself.

Super Bump Bros. 64 3D-U!
Stick with us Rike. We'll keep your thread alive and get this resolved for everyone who might even have this when they reactivate themselves.
Bump!! Would like to see these guys get their issue resolved -- especially now that discontinued content has been announced. Tick-tock!

Bump, Bump, Fizz, Fizz. Oh what a relief it is...to be able to log in.
I'm trying to rack my brain for possible reasons of the problem. I've skimmed most of the thread, but i'd like to condense the information a bit.
here's what you've tried:
1) Complete unistall/reinstall
2) reset of config (delete mydocuments folder and reopen config)
3) login from various locations (Kentucky and Canada, using different PCs)
4) firewall/ports/ISP check
Did i miss anything?
I have a couple questions
1) can we get the PC specs of the canada location and their ISP? there may be a parallel between the two that is masking some data. many ISPs are similar, so it's entirely possible you got 'lucky' and happened to get two different ISPs that are restricting the same port. I had this issue briefly in FFXI when i switched states.
2) have you tried a proxy yet?
3) did anything 'odd' happen before you couldn't log in? did you log out normally? did you DC? did the server consolidation happen between successful and unsuccessful logins?
4) if you know your exact location, it would be good to see if your character is appearing at all. It's possible your character is popping into the world, and immediately crashing. do you have a friend that can stand near where you last logged out while you try to login?
---------------
This is not necessarily a game-side issue. but it may very well be. there's a couple things left to try before we give up for sure.
for other people having the same issue do we know their locations/ISPs? i find it unlikely there is wide-spread corruption to the point multiple people cannot login. peopel i know on the east coast tend to have more problems than west coast. but i dont' know many people who play from west coast so that could be my sample of data is just too small. I would first guess packet loss is a contributer. but most of the time it is multiple factors causing the issue.
As far as i can tell, 30002 error seems to be a ping type error. packet loss may be related. I get this error randomly and have to wait a couple minutes before i can log back in. when i crash I usually get this error, or i just CTD with no error.

/bumpers! what i dont get he can log in the gameon dif chars just not his one
It's probably a series of things.
my best guess right now is this:
In FFXI specific zones were tied to specific ports. blocking a certain port may cause you to be unable to load into lower Jeuno (as an example) if you were unlucky enough to logout tehre, you were stuck in limbo untill you unblocked the port. using a proxy and tricking the system into thinking it was somewhere else helped.
I would guess that this is most likely the case. it is unlikely there is data corruption server side. it's possible but unlikely. mainly because multiple people are having the problem. they also likely raid/backup the servers so unless he somehow corrupted both the main data AND all backups. . .
this is why i'm asking for the ISP of his friend in Canada. I'm in Cali and i have comcast broadband. I know for a fact that comcast restricts netflix/hulu/hbo bandwidth and caps it. they restrict ports like these because lots of people use this service and it costs them a lot of bandwidth/money. also certain ports are more prone to hacking and are blocked based on ISP. it's entirely possible his friends ISP is owned by the same company that owns his ISP. so that may not have made a difference at all. This is the purpose of my questions 1 and 4 above. a combination of a restricted port and packet loss may be causing the server to be unable to ping his toon.
I would like to recommend he try turning his phone into a wi-fi hotspot and login that way. this is a less secure connection and may yield some results.
The other possibility is something happened when the server consolidation happened. this is the one real possibility for me that both the main data and the backup were corrupted. but again i find this unlikely. unfortunately only GMs have access to game data and they can't do anything unless you're actually logged in. he may have logged out right on top of one of those beastmen crate things or one of the other new structures they added. in which case they would need to go in and change his location manually. his character can't be pinged because it's in a location that the code is telling him he can't exist.
Also keep in mind that the NA GMs/devs don't really have access to the original code, so they are working from translated data. they don't have the same access as the GMs in japan. (pure speculation based on experience in tech service related fields) GMs are essentially field service engineers. they have good knowledge of the product, but they don't have the same know-how as the actually person who wrote the coding. so unless it's covered in their training courses they really can't do a lot. not because they don't want to, but really because they can't.
As an example, when a GM moves your toon, I think they have to be able to target you. they then run a script that tells the server 'move this object i have targeted to this location' so unless his character is physically online the GM can't move him. it woudl need to be moved from the backend.
Another possiblity is to find an NA player who is currently in Japan. they could try to login to his toon and see if removing the packetloss issue helps at all.

Don't forget Michigan. Michigan is Comcast (In particular, I'm using Michigan State University internet, and when I play FFXIV, I don't use the wifi because on the 5th floor of my dorm most rooms don't even get a signal, so I hard wire into the internet), Kentucky is Insight which is owned by Warner. I'll ask my friend in Canada what he has, but I'm 100% positive it's not Insight, and I'm pretty sure it's not Comcast. The other thing is Insight is super open and restricts nothing. All my ports are open though. I've cruised through where my character should be, which is in Western Thanalan, I think around the camp. I don't have issues with my other character there. I even tried a log in and out test with her.
I think that maybe the last time I logged out, the game crashed as I exited game, and since I was heading to bed, I didn't think anything about it. The last time I was logged in was January 4th. The server merge happened in March. I came back around May 5th, which is also when I discovered the error.
I'm not 100% sure what you mean by Proxy, so I can't answer that yet.

I think you might be logging into an area that doesnt' exist then. talk about bad luck. I'd try logging in and seeing if a friend can locate your toon in west thanalan. do you happen to know about where you logged out at? the closer you can get the better. maybe get your whole LS on a man hut sweep
a proxy allows you to mimic a different location. IE: someone in japan can use a proxy to make the server think they are in the US by jumping the signal to the proxy before communicating with the SE server. it would allow us to determine if it's truly a location issue. essentially your data will be routed along a different path. packet loss can worsen depending on what proxy you use, but it's another data point.
i use to use Insight when i was in Indiana. I had some issues playing some games with them. But i was also way out in the boonies and almost 10 miles from the fiberoptic cable. had several miles of copper cable to lose data on. they installed a closer fiber optic cable after a couple of years and that fixed some problems. I wouldn't rule that out completely. a lot of time the tech guys there don't really know that much. again i think your issue may be a combination of things.
Someone was posting that they had an issue accessing the update in Japan when they have an NA copy. they had to use a proxy to update (but did not need it to play) so i'm wondering if during the merger somehow your data think's its suppose to be somewhere else. it's a long shot but at this point might as well try anything and everything.
I believe the patch that introduced the new camps/structures happened before march. can anyone confirm that? i know they moved a lot of mob locations around and added random beastmen camps. if you were near broken water/natalan when you logged out you could be right on top of one of those structures that was added since you left. there may not be code that says 'if i can't exist here, move me there' but we won't nkow that unless a GM/dev posts that this is not possible.
You might also change your DNS settings and use google's free DNS server. I remember some people having this issue in Beta. switching DNS and IPv4 to IPv6 (or vice versa) helped. I really don't think that will help but again: might as well try anything and everything
