Nah, normal wouldn't exclude people just because they've never done it before.

I guess it depends on your goal. If you have 6 people who want to speedruns I don't see anything wrong with only accepting experienced people. If you have 6 people hanging around town and just want to do something for the fun of it then fine invite whoever. I don't think lowering your requirements below your set goal would allow is elitist.

There is a difference between these 2 goals "doing hamlet and getting some wins" and "doing 67K hamlet runs". Both can be fun but you are going to set up the party differently depending on your goal.
