I don't agree. The only thing that's improving about the game are the user interfaces and stability issues.
They continue to underperform in the areas that need work, and new content is the same poor quality as the old content. Nothing's changed. They can be given a break when they produce a single hit that looks inspired and talent-driven. Until then, no. Giving them a break does this game a disservice. This is Final Fantasy. If that name is lost on these developers, there are plenty who would kill for the opportunity. I'm just sayin.

Concern: lack of content
Response: one quest modded 17 times. IMO they did not get reprimanded enough for those quests. They were horrible, and yet we didn't really communicate that to them because so many other things were broken. We didn't do our job at evaluating the new content, and now they've released mediocre new content that just blends in with the old mediocre content. Give them a break? No, the appropriate thing to do is not let up.

Concern: lackluster spells
Response: Double the size. That's not what we were talking about. Doubling the size indicates that they're hearing but not listening. These are not pay to play caliber spell effects. They eventually will need redone. Done over. Started from nothing. That's what we said. We expect more than this.

These are new responses. And yet these are old responses, the same responses that ran this game into the ground.

To me, their development quality has BECOME their subscription fee. I won't give them any breaks, and will continue to indicate that their efforts are still free to play caliber, until they produce a hit.

And let me tell ya, I am not enthusiastic about this 2nd wave of quests. At all.
