First time i did "Final" Warrior AF in FFXIV i was kiting the Curious George fine as whm.
Utsusemi for Ninja in FFXI was there for a reason, it added "Shadows" as a buff.
From what im reading, your saying WHM cant solo anything?
Anytime, anyone decideds to solo a mob you assume the role of 2 classes in particular, Tank & DD.
Im not sure i understand why you personally dont want ninja to have Utsuemi.
You give no reason for not wanting it.

I used to be Noomy...then i took shiva's Hail Storm to my knee...
Utsusemi was added as a means of self preservation, as Ninja historically have less HP than the heavier armor jobs like PLD, WAR, Knight and so on. The players abused recast timers, Evasion stacking and the then-no loss of enmity to make it a tank. Instead of what would have been done by Trion, Blizzard, Gravity and Cryptic, it was left alone rather than nerfed, dooming Ninja to be a tank despite concept-wise being the very antithesis of what makes a tank a tank.First time i did "Final" Warrior AF in FFXIV i was kiting the Curious George fine as whm.

A ninja strikes from the shadows for quick kills, has the slew of standard jutsu and (in final Fantasy) are known for Throwing. It's not the guy that has the enemy's attention. Shadow wasn't a tank. Edge wasn't a tank. Hayabusa Ryuu was not a tank. It went against the very image of the Ninja, and it understandably pissed some people off.
Not to mention Utsusemi broke encounter balance for a long time to come in XI. Now why would anyone want a repeat of that?

* The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.

Im sure if Ninja ever gets implemented it will get some sort
of Skill / ability that resembles Utsusemi in some form.
If not...meh. I was merly curious why Utsusemi was so "Bad",
since it made FFXI's Ninja the class it was.
Not to mention all the other classes using the skill as a subskill for soloing.
It was the hippest thing in the game once.
Just like sentinel was for the Ifrit fight, pre Job's introduction.

I would kill for blue mage, loved it in XI for the sheer exploration value it possessed, spanning the world for BLU spells~ Although at the moment, I'm not sure there are many particularly interesting enemy skills in XIV. There are a few breath attacks from crabs and raptors, but not much else that I recall
Honestly, I'm a bit tired of Ninja and Samurai, wouldn't mind at all if they never got a spot (Which I'm sure they will, being among the most popular and all). I would greatly prefer XIV to focus on the more unique and interesting jobs in the franchise, or create new ones all it's own! Arithmetician, Time/Green Mage, Geomancer, Mime, etc
One thing that I would love is if they created a Gau-esq class. For those that never played 6, Gau was an interesting cross between Beastmaster and Berserker. Instead of controlling beasts, you would have him pal around with monsters until he learned their 'way' so to speak, and would get a list of 'rages' for every monster he hung out with. In battle, you would select a rage, and he would basically become that monster; adopting all of it's resistances, status flags (floating and what not), and their entire moveset. He was quite busted if you knew which rages were useful in each situation
