SE cannot let 20-25k players in their beta ? Wow! That is sad.....
Or you could not make things up and back up your statement with a proper citation.
But even so, I do remember reading something about how they won't tie it DIRECTLY to Legacy.. but that means very little without some sort of confirmation.
And also, as a previous poster stated, there are those of us who have been playing since alpha and beta - as well as a bunch of new players who jumped on the boat to snag up Legacy status - Legacy players are FFXIV's primary customers right now, and we should get first dibs on the alpha/beta. Anything else is a shot in the foot.
Seconded.
I also recall this being what he said in one of the E3 interviews. I don't remember which one though.
*edit* Decided to dig. This is the what I've found."

Am I the only one who cares more about seeing what 2.0 entails than about playing the alpha/beta?
I mean, regardless, I'm going to try the 2.0 at launch....we get a free month after all >.>

What I am getting from this is that all "Live" players active over a time period of some sort will have a chance at beta. Its possible to be a legacy member now and not have a active account so I can see why they choose not to link it to legacy members. This is just how I understood it, may be something different all together.GE: Do you have any ideas yet on how will people get into beta?
Yoshida: We decided not to tie it directly to the legacy campaign, but we want to prioritize getting the current players that are playing now into beta.
I think Yoshi's idea is to have the current players roll out new beta characters while our current data is being ported to the 2.0 system.
