Depends on your gear.

If you can hit stat cap, goes for highest DPS weapons.
If you can't hit stat cap or nowhere near cap, go for highest Damage weapon because they allows you to hit higher number of WS easier.

On that page a monk compared the GC weapons with Garuda's Talons changing zero stats. What he found was DPS in and of itself also plays a part in your overall WS damage. As you can see his WS went up switching to Garuda's Talons while his AAs and Shoulder Tackles went down.
