No i'm pretty sure i've seen larger amounts of mobs with smaller groups of people due to the switch to 50 trick.

it's not due to the rank of people. it has been tested. yes, if you do it once there may be more mobs one run, but it's because the number of mobs are random. we tested the idea one night toying around in one of my old ls's(well few nights actually). we went to a dead area(humblehearth) and tested it using the same groups of people(of course we'd lose some and gain some here and there) and with the same group the amount of mobs changed from behest to behest regardless of what ranks we were. it was during the sit at the camp craft and behest crazy so we were testing for ways to try to increase the size.
mobs on the behest are randomized just like the pages on the necros.

FWIW back in beta behest wardens used to have rank restrictions, duno why they removed it for. :S
Even if you were to solo, there would be less mobs in the longrun. If you are too high a level, you'd still be capped, and the difficulty would be increased. Its still possible to complete, but you'd also be earning more SP than you would currently. and since everyone would be capped at a certain level, everyone would be getting the same amount of SP.While I do agree people need to go to camps/nodes that are closer to their rank, this also would cause problems.
For instance, if your on my server, Wutai, then pretty much all camps outside of uldah are fairly empty. So what if you wanted to solo one that was lets say 30 when you are 24 or maybe if you are rank 35. If you are the only one there a rank requirement should not stop you. While this is a good idea, if they can make it only where large groups of people join behest and kicks out those from behest not within certain ranks, only then would I agree with this.
EDIT: Just thought that if parties were to be split up into 2 8-man Parties, there would have to be two Mini-Bosses. Thats something to think about. How would this work out?

If there can be rank limitations on leves, there should be rank limitations on behests. I only care about ppl who are too low rank in a behest
May I add to change the current pitiful ordinary mobs in behest to something more viscous? At least the mobs that appear at the end need to be like a mini-boss. Not some more bugs or more of the same. How about put some beast-men in behests?

yea would love to see something more substantial spawn up at the end of a behest. I know the Dream toads are a bit old hat by the time you get into the r40 leves but having one spawn up at the end or having a pack of kobalts pop at the end of the behest in blood shore really feels like a nice caper to them.
One bit of feed back i would like to give here is a problem that can occur during behests at broken water. Have not done one in a while so i don't know if its still happening. but sometimes when you have to go north into the ravine/canyon area. Mobs can spawn up in areas that players can not access. its really annoying.
